Could they be by the back of the Malvern Hospital? What I can see is that Norah and the girl by her side appear to be wearing similar outfits. Perhaps they are working for a family as cleaners, or may be as help at a hospice, we will never know. I thought it was such a lovely photo that it needed to be part of the story of her early life.
